Abstract
We investigate whether women underrepresentation in parliaments is attributable to political parties or preferences of voters. Exploiting closely contested electorates in Australian state and territory lower house parliament elections, our regression discontinuity approach shows that parties tend to keep the genders of candidates the same in the subsequent election in electorates they barely won previously. However, parties' likelihood of winning again is greater in electorates where they barely won with male candidates than in electorates where they barely won with female candidates, especially if the genders of candidates stay unchanged. We do not find gender differences in parties' likelihoods of changing candidates and winning in electorates that they barely lost. As incumbent and non-incumbent candidates in closely contested electorates are similar in educational attainment, political experience, and other characteristics, male biased preferences of voters are likely the primary driver of women underrepresentation in Australian state politics.
